Adobe Photoshop is obviously the best you can get but it comes with a hefty price tag of $500 (from what I remember). If your tight on money you can get Lightroom (also by Adobe) that costs $100 or so, which you can use for basic adjustments such as contrast, tone, sharpness etc... or if you are really right on money and are looking for something free Picasa is an excellent choice, Windows Live Photo Gallery, an excellent stylish and easy to use program provided by Microsoft or if your on a Mac, I would recommend you use iPhoto.

The Gimp is free and 98.7% of Photoshop! There is even a GimpShop derivative.
