It is not always necessary to turn off the internet connection when doing a reset. The only time you really need to do it is if the reset gets kind of stuck. Where it doesn't move forward. Then one may need to turn off internet access so that any updates it is trying to make during the restoration, which can get 'stuck' in a loop if the update isn't installing correctly, then turning off the internet is the only real fix for it. Then you block the ability to add any updated info to the computer until it has internet access again. The access should not be needed during a reset, only after when it needs to get the updates.
