I believe CAD software is rather CPU intensive and they may benefit from Hyper Threading (HT). HT basically allows each CPU core to process two threads / streams of data. Therefore, a quad core Intel CPU like the i7-6700HQ that is likely paired up the GTX 960m (I assume it is a Dell Inspiron laptop) is more ideal for CAD work. The i5-7300HQ is simply a quad core CPU with no HT, but the GTX 1050 Ti is more powerful than the GTX 960m which makes it better for gaming.
Both laptops can be used for CAD and play games; it just depends on which one you want of them you want to have better performance. However, you need to do a bit of research first to find out if the CAD programs you are using do in fact take advantage of HT.
