Intel i7-4510u not increasing clock speed with demanding application

So, I have an issue with the processor in my HP Envy (m7-k111dx) laptop which I believe has to do with the power saving modes. I have been told that U series processors only go to their advertised clock speed only when it detects a heavy-weight application. However, if I run something like Kerbal Space Program, it hangs right out at 798 MHz. Occasionally (about a 1 in 10 chance) it actually adjusts, and I get a decent 2700 to 3000 MHz. Here are some screenshots, showing the FPS in-game and HWMonitor with the clock speeds.

Is there any way I can fix this? (Getting a new computer is out of the question.)
And before you ask, yes, I am getting a desktop next time I have the dough for one.

Thank you in advance,

Hi,

Have you tried setting Nvidia as the default GPU? Please do try this link from Nvidia on how to set it as the default GPU.

http://nvidia.custhelp.com/app/answers/detail/a_id/2615/~/how-do-i-customize-optimus-profiles-and-settings%3F

- Next to try is to do a clean install of the GPU.
- Go to Device Manager and uninstall the Nvidia graphics card driver.
- Next is to open Programs and Features then uninstall anything related to Nvidia.
- Once done, download and install the latest driver.
- Here's the link: http://www.nvidia.com/Download/index.aspx
- Reboot the laptop once the latest driver has been installed.
- Do test it again after the reboot and see if the same problem will persist.

My default graphics processor is indeed set to the Nvidia card (https://gyazo.com/23848b5e57b1049c08c3a8ec7753c1f1), so I will try the other method.
EDIT: So it appears that after files are copied, the installer tells me that it could not find any compatible hardware.

Any idea what's causing this?
EDIT 2: Nevermind about the error, I just restarted my laptop and it is installing now. Will update once it is done.

Unfortunately, re-installing the video card drivers didn't help very much, as I am still getting rather atrocious frame rates, similar to that of whats in the OP. Any other ideas?

Thanks in advance (once again),
