Ipod 4G white screen problem

I Have a question about my Ipod 4G (ios 6.1.3).....The problem is that,that when I turn it on(no matter it is on standby mod or completely turned off) Its screen goes in white colour(not COMPLETELY white but some 'annoying' STRIPS).
So,tell me about it that whether it is my Ipod 4G's screen problem OR my software problem etc..And ALSO GIVE ME THE 'FINAL' SOLUTION!! please!
Any help will be much appericiated.....(but of only Experts.....)

Have you tried to do a factory/full reset in iTunes yet (or to the latest iCloud backup)? If you haven't, try that. The white screen tells me it's probably a software bug, because if the screen itself was dead, it would be black.
