IPS problem issue

My boyfriend has somehow downloaded a Malware virus connected to Winsock. It has shut his laptop down and will not let him reset to earlier time or reboot and now the desktop is not even showing. Before it took complete hold he managed to get to Google but will not connect. I am sure it has blocked his IPS number or even taken it over. Any advice would very helpful. Many thanks. Bee.

download malwarebytes to a flash drive... boot that machine in safe mode and run a scan.

How can he download to a flash drive if no connection to the internet ?
