Is it safe to wash laptop with soapy water?

So my laptop is acting strange, and a friend of mine told me to wash it with soapy water (mildly warm water with a bit of soap) for 5 minutes, then dry it for 2 hours, is this safe?

you do not need to wash laptop take computer cleaning product to clean keyboard and the screen that all you need .
