Is there a difference between a HDMI to composite converter and a cable?

There is an HDMI to composite converter and there are cables. There's a big difference in price. What's the difference between the two?
 
The cables are designed for specific PCs that use the HDMI connector in unusual ways.
A converter is what you need since HDMI is digital video and audio and has to be converted to analog to connect to other types of inputs. Cable won't do that.
