Just snake oil.
Think of it this way...they can't 'improve' performance, they can only turn things off that you don't need to be running.

Which you can do for yourself, instead of what that developer thinks you should be running.

snake oil, nothing but snake oil. Half of what CCleaner does can be done without it using either the msconfig menu in 7 or in W10 just the task manager to manage what programs turn on during start up.
