I need some free program so I can stop a program from using the internet for just a bit, something like a simple on off switch?

Then you really have no other options. Either buy the cheat app (sort of defeats the purpose of the game) or adjust your QoS settings. Not sure you have any other feasible options.

I tried in the firewalls session but it shut the signal down completely, just like slow it down, like I can set the speed.

That really doesn't help. What game? Also, for what reason (there may be better options if we understand the need).

GTA online to slow down the speed down enough to simulate a a Internet drop and when your interest drops everyone in your lobby goes away. You may call it cheating but there are no rules against it.

Well, that does sound like cheating to some. Still, you should be able to modify the QOS settings on your router to limit the available bandwidth for that particular PC. Check the manual for your router's make/model.

I know this is an option and I've done it before but it's so bulky and takes so much time every time someone joins again. There is something called Netbalancer but it costs $50 and the free trail is about 14 days.
