Is this a hard drive failure?

My HP laptop started making this sound this morning, and it won’t boot windows. It shows “press The ESC key for Startup menu” but when I press it, nothing happens, it just says “ESC...Pause Startup” and it’s there clicking away. If I press F10 for the boot menu it just says “F10...Boot menu” and sits there clicking.

I’m guessing it’s a hard drive failure but just looking for some clarification before rush out and buy a new HDD.

Sounds like a dead hard drive. I'd replace it with an SSD. It'll make your computer feel a lot faster.
