Is this a virus

My computer restarted itself today. Upon restart my taskbar had changed colors, and my program startisback no longer worked. Also evrytime my pc starts it opens up a website that is a white background with red english and chinese letters that say domain is blocked.

It could be. That or a system file is corrupt and it permits you from doing anything. There is no good way to check at this point because it sounds like you can barely use your computer. Once you log on I suggest you type "System Restore" without the quotes, and follow the prompts. This will reset your computer to the suggested time.

Actually the only issue is that site popping up on startup. I can close it down and use chrome as normal. The only issue is that site popping up. Everything else seems to be working as normal.

You can also go to the store and pick up Kaspersky, Mcafee or AVG but those can cost a lot sometimes. System Restore can be useful and nice but I personally don't like to use it because it can sometimes mess up the registry.
