Unfortunately, this part of the email protocol dates back from 1982, when "the Internet" was a place where everyone trusted each other, so the receiving email server just believes the sending site with it says the email is from president@whitehouse.gov.
You should never "trust" an email just because the From: line says it's from an official source.
