Is this laptop worth $200 today? Are there any laptops that match or surpass this laptop's overall performance for $200 or less?

Laptop - Dell XPS M1730
CPU - Intel Core 2 Duo T7700 2.4GHz Dual-Core
GPU - NVIDIA GeForce 8700M GT SLI
RAM - 4GB DDR2 RAM
Screen Size - 17"
Resolution - 1920 x 1200

That's not a bad laptop, you can't really get a new laptop for that cheap, so unless there's some certain part of it you're extremely dissatisfied with, i'd use it into the ground

How well do you think modern games (like Battlefield 3, Tomb Raider 2013, NFS: Most Wanted 2012, Borderlands 2, etc) will run on this laptop in terms of frame rate, at 720p (or maybe a bit lower resolution) at low/medium details?

For the price, that looks like decent equipment.

I would not expect to have good detail or frame rate at 720p in anything modern. The SLI combination only has a total of 64 shaders, which is not going to get you very far. But it will certainly play games, and depending on your preferences, you may find it perfectly satisfactory.

I would like to be able to play modern games at at least 720p at low/medium settings and be able to maintain a solid 30FPS frame rate. Do you think that'll be possible with this laptop?

30 fps may be pushing it on anything but the lowest graphics settings. It was not powerful, even when it was new. The graphics card is about half what the old 8800 GT's were when they were new, and that's when it's able to fully leverage it's SLI configuration, which it will not be able to get 100 percent scaling on. It will work, but not consistently.
