Jack on laptop charger contact me, is it normal ?

i have a laptop adaptor that i think abnormal, the jack which connected to laptop cause high voltage and contact my hand. I have tested the jack (+ and -) with multimeter on ohm and it diplays a resistance on multimeter, is it called short cut or what ? do i have buy new charger ?

no a short is zero resistance. Does your multimeter also work as a voltage meter? test the voltage.

i have tested the voltage, it is about 18V DC

yes right, i got a shock off it. I am confused about it, why this happen ? or maybe my power source from the wall is broken because when i test the adaptor voltage's i plug in on another power source and it not make me shock off anymore

that power source from the wall is bad, is dangerous, get it looked at by a proper electrician.
