laptop booting problem

When power went off my laptop turned off due to low battery. Now I can't my laptop. It showing the ACER logo repeatedly. I inserted windows7 CD to reinstall the is but I can't find it on the boot manager after restating. Please helpme with the issue.
Laptop is acer aspire 4738z, windows7 professional

Try discharging your motherboard. To do that, unplug the laptop from the power adapter and remove battery. Then, with no power to the laptop, press and hold the power button for ~30 seconds. Put battery back in, plug in adapter, attempt to power on then.
