Laptop charging light blinking, but after performing hard boot test that by directly connecting ac adapter without battery laptop starts but when I enter battery it displays message that charger is connected but the battery is not charging

Will it charge when turned off? Not sleep or hibernate, but off.

If it will charge when turned off, then the charger is your likely problem. When they go bad the will often start by not being able to both power the device and charge the battery at the same time. Hence only charging when turned off.

However, if it won't charge it, even when off, then you are looking at it more likely being the battery as the problem.
