Question Laptop extremely slows down and choppy

Hi all
I have a Dell Inspiron 5378 with the following specs:
16 gb ram, 256 gb ssd, intel hd 620 graphics, intel i7 7500U and running on windows 10.
Bought it in july 17

Lately, my laptop has been choppy and getting really slow at times on the most basic tasks, such as watching youtube videos, playing spotify and etc.
it gets really stuck for about 10-15 secs in every minute pretty much.
tryed running the dell support assist program which scans and tests all of the laptops parts and everything seems to be fine.
thought it might happen because of the heat so i bought a cooling pad and it didnt help at all.
The laptop is booting fine with no delay or anything, all drives are updated.

Dont know what anymore can be done to improve or fix this problem.
I really need advice on this matter. if there's any more info needed to help solve this just tell me.

about 100 gb free on ssd
malware scan cleand some stuff but didnt change anything
about temp cpu is about 65 when nothings running and sometimes peaks at 98 when is doing some massive work. (celsius)

edit: i have also noticed that it happens when my cpu usage goes under about 60%.. so when my cpu usage is realtively high, everything works fine. does it make sense?

did it and also did factory reset and still no help..
when the laptops doing some "heavy" work the gpu usage drops and so does the speed from 2.8 ghz to 0.4 ghz
tryed opening the laptop and clean the fan but everything was already squeaky clean.
any ideas what to do?

happens when plugged in and also when on battery
cpu is regulary 65 and sometimes peaks at 98. (celsius)
ram is about at 35% and hdd is mostly very low at about 5% max

This is my last resort for that issue support tho, it actually works fine to me laptops 😀
