Laptop Fan runs unneccessarily at cold CPU

I have an Acer Aspire v13 (V3-371) and it's running win 10.
It's got an i3 5005u 8 gb Ram and an SSD.

The Problem is that although it is idling the fan is constantly blowing. The CPU is not hot at all! i put my finger right ontop of the cooling plate it might have been 40 degrees celcius. Speed fan says its 25 Degrees.
The Fan isnt running on 100 % but its running and i can hear it. its a little annoying especially knowing that there is no need at all for cooling since the cpu is perfectly cool.

I tried to set the fanspeed in bios but there is no option. also the programm speedFan offers me no option to change the speed of the fan...
i dont know what other options i have to shut down that stupid fan.

any suggestions?
 


Thanks but i would like to think thaz my 1 year old Laptop still has a working fan ^^ i keep that in mind though!
