Laptop fan stops and starts constantly

So my laptop runs perfectly fine except that the fan stops and starts constantly. It spins for 5 seconds, gradually coming to a halt that lasts for one second, then it starts up again and the process repeats forever. I checked my CPU usage in task manager and it is typically 0% to 5%. I tried changing my power plan from performance to battery saver and it makes no difference. This issue is the same whether the laptop is plugged in or running on battery. What's going on?

Sounds like the fan just may need replacing.

If the device is under warranty, contact the manufacturer. If it isn't, then you can try and do the work yourself or take it to a local tech.
