Laptop is stuck in restart mode

Hi so my Acer aspire Windows 8 or ten was being restored to factory settings when it then restarted and now keeps restarting on this loop just the start up screen over and over again I've browsed all sites to try and figure this out but I seem to not get any answers that help
Firstly to get into my settings I press esc f2 and takes me to Phoenix SecureCore tiano setup??? What do I do from there????

Just to be sure which windows os is currently installed, the reason why I ask I don't want offer a fix for the wrong os you don't have installed.
