Laptop memory does not see 8 GB

I have a Compaq CQ57 and the specs say that it can handle up to 8 GB of memory but when I install 8 GB using two 4 GB memory sticks or one 4 GB stick it will not boot. The two 2 GB memory sticks that are being used in the CQ57 will work in a Dell E6510 that I have. Specs say that the memory should be DDR3 1333MHz which is the same for the Dell E6510. Any advice or solutions are greatly appreciated.

The spec says:
Supports the following configurations:
8192-MB total system memory (4096×2; not supported on a 32-bit operating system)
4096-MB total system memory (4096×1 or 2048×2; not supported with Windows® 7 Starter OS)
3072-MB total system memory (2048×1 + 1024×1; not supported with Windows® 7 Starter OS)
2048-MB total system memory (2048×1 or 1024×2)
1024-MB total system memory (1024×1; not supported on a 64-bit operating system)

I can but I'll have to remove some covers to do so - I will post when I get time. Both sets of memory are DDR3 1333 MHz?
 
First and foremost, are you sure that you have a 64bit OS installed? 32 bit OS will only ever read 4gb of ram.

Secondly are you sure you got the right sticks for your laptop.
Your Compaq requires low voltage ddr3 memory that is 1.35v and CL-11

The part number on each of the 4GB memory sticks is: HMT351S6BFR8C - H9 N0 AA. The OS is 64 bit. I can also post the part number of the 2 GB sticks if you like. Thanks

Yes it is a 64 bit OS. When I Google the part number of the 4GB memory (HMT351S6BFR8C) the new egg website says it's 1.5 V. Is that too high?

I looked up the ones installed in the CQ57 and the specs that found say that they are 1.5v?
