Lel, $900 USD is 66223.44 INR (approximately).

So, 55000 INR equals $747.46 USD.

1.1868 is the factor to be multiplied along with the rate conversion because of excise duty and tax (for the products imported from US into India and then sold). For example, the reference GTX 970 was launched at 349$ and the equivalent at that time was 60 INR per USD and then the conversion rate was 24k INR. (Price reference to India's leading online shopping site - Flipkart - No reference card was released in India but the Zotac Nvidia GTX 970 was 27k INR at Nehru Place, Delhi).

The same price conversion when R9 270x was released.

^ +1 (is this a joke?)

All kidding aside, for approximately $900 USD, you should be able to find a pretty darn good computer to run those cad programs. It wont be the highest in machine, but you should find something that wont be so frustrating and slow when rendering.

Have you made a decision yet?

Yes, Google currency converter says the international trade price for USD vs other currencies. Since different currencies have different excise duty and tax, Google didn't include it.
