Laptop Startup issues

My laptop ( HP, windows8.1 pro 64 bit) starts up but i can't open any programs, when i try to open task manager it freezes & i can't turn it off normaly

Did you do a full virus and spyware scan? If not, do that. Avira Antivir has a rescue boot disk you can create and run on the system to do a scan without needing to boot the computer. After that runs if you can run programs after that, install and run Malwarebytes.

If this does not help, you may need to restore the system to factory defaults which will wipe your files, so hopefully you made backups or can backup the files with the system as it is.

I did a full system scan and found nothing, do i run the system restore with a program or is it in the start up scripts?

Look in the manual how to do a factory restore, it's often an option when you turn on the system, it should tell you to hit a certain key to enter recovery options. Keep in mind that this will wipe the data and set the system as it was when new.

Windows wasn't factory installed, so thats out, i'm just gonna send it to a repair shop, thanks anyway.
