Laptop turns on but stays at a black screen

Hello. I have a Laptop that turns on but just stays at a black screen. None of the USB ports happen to detect any keyboard or mice. And the cpu fan spins up for a moment and stops when booting it up.

Hello... Without a Screen pretty hard to trouble shoot... MB, Battery, PS, installed Hardware... ETC.
1) Got a external video connection to get a screen up?
2) try booting without the battery installed.
3) try booting without a DVD/CD drive installed.
4) try booting without a HD/SSD installed.
5) try booting with one stick of ram.
6) try removing/resetting your MB battery/CMOS data.

Do you have any ports for an external monitor - and do you have an external monitor? (It's sounding like a faulty main board.)
