The laptop I'm looking at has USB-C but it doesn't have Thunderbolt 3. Could I connect displays with it still, or would it have the same functions of a USB 3.0?

It depends. It might be just a simple usb3 port, but it can have a displayport or even HDMI alternate mode that would enable it to carry a display signal.
You could connect displays with a USB Type C, but I wouldn't buy any laptop that doesn't have a Thunderbolt 3 port on it today. They look the same but if the port is USB Type C it's transfer rate is a quarter that of Thunderbolt 3.

I am aware that USB C with Thunderbolt 3 is far superior to USB 3.1, but I also have a pretty low budget ($600 CAD). If you know of any laptos in this price range, I would be happy to check it out!
