Solved! Laptop's cpu low power after sleep/shutdown

As the title says my laptop's cpu is running at low power after I shutdown it or put it on sleep mode. The only way I fix it now is by restarting after which it runs normal. See the screenshots of msi afterburner (

which laptop is it?

chipset, acpi and intel management engine driver up to date?

to have a look what the problem could be:

check windows integrity
open the command prompt as administrator and type DISM /Online /Cleanup-Image /RestoreHealth

check the memory by running memtest.org usb autoinstaller (bootable USB flash drive)
