lisence of installing & using of Download master

Hello guys, Internet Download Accelerator has released a free version for russian users called Download Master. it has english language too. Can we legally & morally use that version?

i see it in the chrome add-on pages and for other browsers. don't see any restrictions for where/who can use it. so no reason to think it would be illegal to use anywhere.

it's just a download manager so can't imagine any moral issues using it. unless it's got ability to pirate copyrighted materials i don't see any concerns with it. and i don't see any such abilities from a quick search
