Live stream connection issues

Hi,

Watched a sports live stream event over the weekend on my laptop and got a lot of lag. Is this solely attributed to internet connection speeds? Interestingly enough, I logged onto a live stream mobile friendly site and watched the last 5 minutes smoothly on my smartphone. Grateful for an explanation.
