Locked dell labtop comupter keyboard

I just purchased dell labtop keybord and installed on my computer.
My keyboard is locked. How can I unlock it.
Please let me know.

By locked do you mean it doesn't work? Either it is bad or not connected correctly. There is no such thing as a locked keyboard.
