I formatted my hard drive for Toshiba satellite L15 W now its no longer boot even from flash, even if l try to load windows from another laptop when l put it back its juss failing to boot

Are you going to the boot options and manually selecting the USB device to boot from? Did you test that USB stick to make sure it's working on another computer. You can't swap Windows between computers, won't work in most cases.
