Want to build a PC that can play DVDs and blue Ray's that I can then stream kinda like netflix to my TV with out internet as I'm in the country and dont want to pay stupid prices for satellite

Reword that in some way we can at least pretend you're not committing copyright fraud

It may be cheaper to find a second hand blu ray player and for you to pick up a streaming device such as a chromecast. Also you kinda can’t stream with out internet, it’s in the name.
