Lossless video converter?

Hi everyone. I have been on a frantic hunt for a 100% lossless video converter. Some have said that it is impossible to get one that is fully lossless, but why can they not simply do this: take one frame from source video, duplicate it pixel by pixel onto converted video, and repeat? Is there a program that does this? Some have said that virtual dub can do this, but there is still a slight loss of quality. I need to convert from .mpg(from Razer Game Booster's built in video recording function) to avi or any video format that windows movie maker will support. Thanks for all the help.
 
I don't know if they are 100% lossless but have you tried either MPEG Streamclip (http://www.squared5.com/) or Handbrake (http://handbrake.fr/)? Both are free programs. I know MPEG Streamclip will allow you to convert clips to .avi.
