Low fps in games

hi i have alittle problem with fps dropping
CPU: AMD FX 7500
GPU: AMD Radeon R7 M260 2x
RAM:8GB - Usable 7GB
Windows 8.1
I saw people playing with these settings like nothing but when i play i will not go more than 25 and i am using high settings

Make sure your drivers are up to date, check your temps and make sure your laptop gets plenty of airflow. Check if there are background programs running and using your CPU
