lower fps in gta 5 than usual

it used to run at a constant 75 online but now its very choppy and all over the place i checked temps, usage, lowered the settings nothing and im on a laptop with a 970m 3gb and i74720hq and 16gb ram

Already did. The weird thing is that I even put the resolution down to 800x600 and the fps is still not constant

Running it optimized I'm just gonna reinstall hopefully fixes the issue
