Lower priced not using latest technology notebooks?

I once saw a 0.8mhz notebook costing more than 3000gbp. Then the price got down. In my analysis
most budget notebooks cost about 300gbp, they stay at that price but specs improve. Are there not being sold lower priced notebooks with specs about duo core 1.6 or 2ghz display 12 – 15”? Or is it like hdds, where a 500gb is not much cheaper than a 2tb? Because most of the costs are fixed from the beginning. Thank you.
 
I think you'll find that it's a pretty old laptop that's got a 800kHz CPU in it (perhaps you meant 0.8GHz?).

But yes, once you get down to the low end much of the costs are static. The only way to further reduce costs is to greatly reduce quality/functionality.

I prefer display bigger than 12". I seems selection of these lower end cpus is very limited. Thank you for answering.
