Malware won't let me do anything

Hello.

I have a computer with Windows 10 installed. I got infected with malware and I'm pretty sure because my disk drive usage would be 100% on random programs.

I can't open up programs that I'm trying to install from Google Chrome that are anti virus programs. Everytime I do it will shut down instantly. Same happens when I try to start windows in safe mode.

What steps can I take from here to fix this malware issue?

Try creating a new local user profile, and see if the problem follows. A lot of times the infection can reside within the user profile.
