My power settings for plugged in and on battery says 100% for both min and max but when I go to resmon it shows 29% even when doing extreme tasks, anyway to fix it?

Nope, it doesn't seem to be working.
I'm pretty sure it's being set by some firmware because my house was hot at one point.
But even after installing windows 10 that value doesn't seen to be changed.
 
Step 1: Run CMD as admininstrator.

Step 2 Type 'powercfg-energy' without the quotation marks.

Step 3 It should save a log in the C:\windows\system32 (Just type 'HTML' into the search bar)

Step 4 Move this log onto the desktop.

You should be able to now open the log. What is in the Warnings and Errors?

Thanks for all the help, I really appreciate it.
I proceeded to try the steps as you requested but it wasn't recognized (the powercfg-energy in cmd and yes it was admin).
I'm running on windows 10 now if that made the difference.
But the lag is so bad logging into this website to respond took well over 4 mins.
Also just noticed for cpu usage system interrupts was just at 25%.

Tried binding of Isaac afterbirth and it was in literal slow mo with stutter.
Audio plays perfectly.
