Windows XP is not based on MS-DOS, therefore there
is no MS-DOS shell to boot into. Windows XP has
MS-DOS emulation using a Command Prompt.
Go the Start > Run and type: CMD , and hit enter.

There is a "Command Prompt" entry in the Start Menu. That's it. There
is not MS-DOS Mode in Windows XP.

XP has a command line program, it's CMD and it's in system32, it's also
listed under "Accessories" in the start menu

But it's NOT a "True" MS-DOS, and lots of things won't work with it.
The best way to get a "true" MS-DOS is to setup "DOS" from Windows 98
and then install XP as "dual boot" (in this instance, both OS' can be in
the same partition). This does require that drive C: be FAT32.
