So, these are my pc specs:

And this is my latest benchmark : https://www.userbenchmark.com/UserRun/14160358

I'll use GTA 5 for an example.

Everything on low (wich in GTA settings equals to Normal), after restart i get about 120 fps, rather constant, after 3/4 i start getting drops to 40's and 50's and after 2 or so min it stabilizes itself down there and the performance dunks massively.

I figured it could be throtling due to excessive temps but i get the same results when running throttle stop so i'm assuming it can't be that.

I can provide whatever else necessary to figure this one out.

Cheers and thanks

When you say 'after 3/4' do you mean restarts?

Have you tried re-installing your GPU drivers with DDU? https://www.guru3d.com/files-details/display-driver-uninstaller-download.html

Could be core voltage droop, is there any option in the bios to increase the core voltage of the CPU?
