So I bought this laptop (Dell Inspiron 15 i5548) around May of 2016, and it was fine and working well for the longest time. However, recently it has started acting up. For example, I can no longer click in almost any program, I cannot type in the Windows search bar, when I booted it up the screen started going flashing about 4 different colors. Now I have tried scanning for a virus about 2 days ago, so just a day before this started, and it didn't detect any viruses. Thank you for reading this and posibly helping.

Solution
Recently I saw a video on youtube when asus desktop goes to a white screen after entering the password and entering into windows. This turned out to be a virus. Malwarebytes and Combofix were used to fix it.

Now coming to your problem, considering its relatively new laptop so dust may not be a biggest concern yet I advise checking for dust at least every six months especially for laptops and especially if its used on a bed and on blankets which is a big no no.

So check the air vent, if its still under warranty then speak to Dell tech and see what they say they should guide you through some diagnostics and decide if the laptop needs to be sent in. Personally flashing colors leads me question the condition of your graphics chip, I dont...

Personally flashing colors leads me question the condition of your graphics chip, I dont have info on this laptop if does have a separate GPU then try switching to cpu gpu and see if the laptop boots up fine or try safe boot and see the results.

If its fine in safe mode or using cpu's gpu chip then probably the dedicated gpu is faulty possible due to overheating and developed hairline fractures in the sodder/solder causing intermittent connection.

If you have a dust problem I would not use until fixing that, to know when you have dust issue one must know how the laptop performed when new and how the fan responded if the fan suddenly was working longer than harder than usual before this issue occurred its likely you had severe dust build up.

Note check dust before try safe boot etc to see if you have a faulty gpu.
