My laptop wont start up

Hello,
my laptop power light turns on for like 2seconds then turns back off? how do i sort this out myself?

Does it charge the battery? If not, it's the power supply. If yes: what happened before that? Any signs of a problem? Sudden shutdown? Blue screen?

Does it work with the power supply when the battery is removed?
