Try starting it up in "Safe Mode" and see if it will load. If it does, while it will have limited access, then you know there is something on the laptop that is the cause. Virus, malware, bad program, etc., that will need to be removed before you can use the device normally.

As your computer restarts, press F8 (possibly a few times) to enter "Safe Mode"
a. Press the "F4" key to Enable "Safe Mode".
