My mac is not Showing on my HDTV?

What am i doing wrong...Im getting sort of a pic but it is super snowy looking..Im connecting DVI to DVI

i had this problem for about 3 months could not get my head around it. until i messed about with the mhz settings on my pc. i have not used mac so i dont no how to change it but if you find it i would higher the mhz 1st then lower it. when i put mine up my tv worked fine.
