My PC's Keyboard is having a problem

When I click the shift, then ', the " isn't coming out. Instead, the @ is the one that came out on screen. What to do?

Your keyboard is set to the wrong country:

Control Panel >> Region & Language

Click the Keyboards & Languages tab.
Click "Change keyboards"
