My rca computer goes to the hello page but wont go pass it and i cant restart it

My computer is stuck on the welcome screen I've tried to test it but it wont work I've tried to plug and unplug it to go forward but nothing happens the screen turns black but nothing happens its still on the welcome page it also
Looks as if its thinking but it doesn't move pass that page
