I can't say for certain, but this is quite likely. It's also possible that the MVNO is only paying for a small portion of the towers' capacities, and when you have too many people from the same MVNO are connected to the same tower, you might get throttled.

There's a reason why Verizon will likely charge you more.

This is all speculation, of course.
