Mysterious lagging in games

My schools Computer Services department referenced me here to find help with a lag issue i have been having with games.
It all started when I downloaded windows10. first i transferred my games to an external harddrive because redownloading would have been a pain. then after the upgrade I put league of legends back on my computer but there was odd lag. The game was saying I had around 60fps and 30-90 ping. The game acts decent when I'm not doing anything but as soon as I open the score board or a player walks in from the fog of war it lags so bad I'm usually dead before I really know what happened.
I have tried updating graphics driver and reinstalling the games without product.
computer specs are:
GPU:AMD Radeon R7 M260
CPU:intel core i7-4510U 2.00GHz 2.60GHz, quadcore
RAM:12GB

Hi,

Please do a clean install of the graphics card driver that may help.
- Go to Device Manager and uninstall AMD graphics driver.
- Do also check Programs and Features and uninstall anything related to AMD graphics.
- Next is to download and install the latest graphics driver from AMD support site.
- Here's the link: http/support.amd.com/en-us/download
- Once installed reboot your laptop for all the changes to take effect.
- After the reboot make sure to set AMD to High Performance.
