for on the cheap... neewer microphones arent bad. they lack bass but are dirt cheap yet dont sound half bad at all. theres a nice podcastage neewer microphone review on youtube (he records his whole video with the mic he reviews).

while you might have to stretch your budget just a bit to get a proper shock mount and stand.. the audiotechncia atr2500 is a great little mic. its the at2020's little brother and while it may lack the build quality and some of the clarity its still a very nice sounding entry level microphone. listen here https/www.youtube.com/watch?v=uBvh8n2YC1U
at minimum i would suggest a boom arm and pop filter. a shock mount would be nice as well if it comes in the kit.
most of the proffessional youtubers do not use usb mics and instead use xlr along with audio interfaces. this lets you have more control over the microphone / headphone volume and mix in aux sources. this would push you over budget unless you started small so unless you think you will get big into it i'd just get a simple mic or usb mic.
