Hello there.
Original bootable recovery disks are only available through Toshiba themselves. You will need to contact them personally to procure yourself one. We cannot give you a genuine boot disk without breaking the site terms.
You can also simply buy another OS disc and start from new? Drivers and other media can be downloaded here:

Or if your OS was Win8.1 and you have a Windows Key on your computer, you can simply buy a new disc (it has to be the exact same version) and enter your product key.
